Fireworks
Fireworks are defined as a low explosive pyrotechnic device. In the State of Oregon, the sale and display of fireworks are regulated by the Oregon State Fire Marshal, specifically the Regulatory Services Division – Licensing and Permits Unit.
Illegal fireworks should be reported to your local law enforcement agency via their non-emergency number.

Wholesale Fireworks Permit
This permit has a $3,000 fee and requires a completed application.
It authorizes the purchasing, transporting, possessing, packaging, storing, and selling of retail, display, or agricultural fireworks.
Permits are due no earlier than October 1 and no later than December 18 (postmarked or received at OSFM). Permits are valid for the year issued unless revoked or suspended. Please email our agency for a copy of the application.
Retail Sales Permit
This permit has a $100 fee and requires a completed application.
It authorizes the holder to purchase Oregon retail fireworks from a licensed wholesaler, to sell retail fireworks to the general public, and to store fireworks.
• Permits can be applied for after January 1 of the year the permit is requested.
• Applications are required to be submitted 15 days in advance of the proposed sale.
• However, due to limited resources in the fireworks program, it is requested that applications be postmarked by April 15th.
• Retail sales are allowed beginning June 23 and end at 11:59 p.m. on July 6.
• Permits are valid from June 23 to July 6 of the year the permit is issued unless revoked or suspended.
• Permits are non-transferable and cannot be leased, sub-leased, or sub-contracted to any other person.
The application requires the signature of the local fire authority approving the sales location and, if applicable, the storage area. For outdoor sales, you must also provide photographic identification for each individual listed on the application.
Display Operator Exam and Certifications
Apply for a New or Renewal Display Operator Certification or Exam. Your certification level determines the types of display fireworks you are authorized to use.
Cost: Free — there is no fee for any certification level or the exam.
Eligibility: Age requirements vary depending on the certification level.
Application: All applications must be complete. You may apply at any time. Certifications are valid for three years. Additional conditions may apply when renewing an expired certification.

Displays
A Display Fireworks Permit provides official authorization for an individual or organization to use professional-grade fireworks within the State of Oregon. A permit is required to ensure fireworks are handled safely and according to state regulations. The type of permit a person needs depends on the kind of fireworks they plan to use.
Oregon offers three main types of display fireworks permits:
• Limited Display Permit
• General Display Permit
• SPFX (Special Effects) Display Permit
Each permit type has its own rules, training requirements, and certifications. These standards help ensure that only qualified and responsible individuals are allowed to conduct fireworks displays or special effects shows. After-Show Reporting
For General Displays Only: Certified Operators are required to submit a General Display Fireworks After-Show Report within 10 days of the display date.
Permit Conditions
• The permit fee is $100, and a completed application is required.
• Each permit is valid only for the approved date and time of the display, unless revoked or suspended.
• Only one display is authorized per Permit Application.
• A separate permit is required for any additional firings.
• Applications must be submitted at least 15 days prior to the display date.

Permit Process
Apply for Review
Applicant inputs all required information.
OSFM Review
RSD will review and coordinate with the applicant to ensure ORS /OAR compliance.
Decision
Conditional Approval received, and the application is ready for signature collection.
Final Submission
Upload or mail completed application (with signatures).
Ensure payment has been submitted to OSFM (online or via check).
